Department H serves as a top-secret research and defense organization focused on superhuman and mutant affairs. Operating under the authority of the Canadian government, Department H is responsible for various initiatives, including the recruitment and training of superheroes and mutants, as well as the development of advanced technology and weaponry. It is perhaps best known for its association with Alpha Flight, a superhero team composed of Canadian heroes who work to protect their homeland and the world from various threats. The departmental history has been rife with corruption.

In early August of 1990, the Alternate Class led a rescue attempt on a Department H black site facility which was interrupted by an attack by the Brotherhood of Evil Mutants. Angered by the atrocities committed in the name of experimentation, Magneto razed the facility to the ground and killed most of Alpha Flight. The future of Department H operations remains uncertain.
